If you've checked the official website ( Background Errata: Domain) you've probably noticed that Domain has a somewhat skimpy entry. The reason for this is staff is keeping this entirely by the book in nearly every applicable regard.
Domain isn't something you can ever purchase (for those of you participating in the Historical Games, the free background dots you get may be spent on Domain within reason- and this might change at any point in the historical process). Domain is completely the province of the Prince to control and distribute.
Seattle has a set pool of Domain that can be issued to PCs and NPCs, however only the Prince is going to be aware of this total and who has what.
Domain can be pooled as any other background can be ( Background Errata ), which is the only way for any vampire to gain the mechanical effects going past 5. Every dot of domain gives a bonus to your feeding score (as detailed here: Feeding ). Otherwise, Domain needs to be accounted into one of two categories- Size and Security.
Size, as the book describes it, details how big a territory you intimately control. While your PC might hold Domain over the whole of the Docks in character, he/she can't secure it without spending those dots on it. Sure, she might own them on paper, but she can't keep others out of feed there any easier without having a Domain of 10 (all of which dedicated to size).
The other category is Security. As detailed on page 112-113 of the V20 book, these dots make it harder for others to do things in your Domain and easier for you to find the ones that try. We are running this mechanic by the book.
So, if you have a Domain of 5, you will get +5 to your feeding score no matter what, and then you tell us what is where in terms of size and security (so, a 1 size, 4 security Domain would be a small home that is nearly impenetrable; how that offers you so much blood is anyone's guess, but that's the mechanic). Communal Havens that exist within your Domain can have the benefits of both.
Domain is a lot like Status or Humanity; it's possible to lose it very quickly and for very little reason. Domain is a political game that the Prince plays with his Court to keep folks in line. Seattle only has so much to go around, and he controls all of it. He can (and will) use it to reward and punish whomever he likes whenever he likes and there isn't terribly much other can do about it... other than to politic back.
