Just a quick note about Contacts and Allies ranks or levels.
As you know those tend to be tied to an area of Influence, though you can choose to make an Ally purely skill-based to teach your PC mundane skills (Larceny, Academics, etc.)
All Contacts are tied to an Influence sphere. All Allies can be, at your option, but don't have to be. Contacts sell information, Allies do things, eventually in hopes of some trade, but on a more friendly level.
In the case of a contact or ally tied to an influence, the 'power level' of the Contact/Ally is conversant with the level of that particular 'track' of that Contact/Ally.
For example, a city councilwoman would be a level 4 Contact, with a State Senator or the Mayor being the only people to really outrank her in the city. You'll want to consider the rank of the contact when purchasing them - that will often determine the perspective, validity or importance of the information obtainable from the Contact/Ally.
An example of Civics contacts ranks might be:
Rank 5 - Mayor
Rank 4 - City Council member
Rank 3 - Municipal department head
Rank 2 - Lobbyist
Rank 1 - City council or mayoral intern
OR, Civics could also mean:
Rank 5 - PNW Power Co. CEO
Rank 4 - City Grid Master Engineer
Rank 3 - Power station manager
Rank 2 - Municipal Electrician
Rank 1 - Cable guy
An example of Law Enforcement contacts might be:
Rank 5 - Chief of Police
Rank 4 - Chief detective
Rank 3 - Detective
Rank 2 - Desk Sergeant
Rank 1 - Beat cop
OR
Rank 5 - District Attorney
Rank 4 - Judge
Rank 3 - Lawyer
Rank 2 - Clerk
Rank 1 - Law student
And Criminal contacts could have ranks from Don to Boss, to Made Enforcer to Soldier to Associate etc. You get the idea, capisce? It is theoretically possible to champion your Contact or Ally from the lowest of the low to the height of city power in their sphere with time, savvy and of course, XP.
Obviously some ranked Contacts are one of a kind. There's only one Mayor, after all... at least until election season. Then there could be someone new in the office. By comparison, there are multiple heads of multiple different crime Families, but likely only one Don of the Italian La Cosa Nostra in Seattle.
