Per the charter, we currently have no mechanism for creating a new sphere or re-opening a previously closed sphere. I propose an Amendment to rectify this.
5.Voting process- How to elect an HST:
1.The current HST will call for an election and ask candidates to step forward no less than one month before stepping down. Each candidate must declare their intentions publicly (the EC forums serve this purpose) and e-mail the current HSTs of the other spheres to formally begin their campaign.
2.Decorum during elections- HSTs are going to be examples for other players. As such, they should handle their elections with respect and vigilance. Unsportsmanlike behavior at this stage should be grounds for dismissal from these voting proceedings. This is not to be confused with challenging an opponents views; just keep everything respectful.
3.Voting Process- HSTs are to be elected by popular vote. Anyone playing in the sphere that have been present for five consecutive games over the 6 months previous to the election are eligible for a vote. A reasonable time should be given so that all players are allowed their vote. Players unable to attend voting should be offered the option to either email-in their vote, or to notify the sphere's current staff of an appointed proxy to vote for them. Voting is overseen by a PA or agreed-upon third party. Neither the HST candidates nor members of any candidate's proposed staff should be tasked with overseeing the collection of votes. Counting the votes should be done by a representative of another sphere and a PA from the sphere in question.

4.Addition of New Sphere and HST- The prospective HST will request the New Sphere Consideration Form from the HSTs of any current active spheres. The HSTs will consult with the new prospective HST going over their form and evaluating the reasonably of the new Sphere establishment. Once the Current HSTs have completed their evaluation there will be a simple vote from the current HSTs a majority is required to establish the new sphere. Once the new Sphere is established the prospective HST is now considered a probationary HST. An election is to be held within one month of the formation of the new sphere. Any who would like to become HST of this new sphere are to follow the guidelines outlined in steps 1-3 of the Voting Process to establish the official and elected HST. After the voting process the new HST is considered an active current HST.
