Phantom Lore Rule?

So far as I was aware, I was under the impression that the game operated on the assumption that PCs had a level of 'phantom lore' for their sect and and clan. That is, if we did not purchase it we were considered to have enough knowledge IC to justify one dot for our in groups, but it could not be raised until we actually paid the experience for the lore in question.

This past game I ran into an IC situation that seems to imply that this rule is no longer existant? Does anyone know what the official practice is?

I don't know what the situation was, but yes, that rule is still in existence.

Had to do with introduction to the city and dealing with Camarilla leadership.

I think it was that, in the realm of casual conversation, you can speak of things on a general level that your character would know.

But if it came down to making a test, or checking your abstract "knowledge base" with an ST, yer stuck with nada. That was my understanding, anyway.

If it has to do with knowing the Traditions, characters don't know them unless you bought the dot I think.
