There were quite a few changes and declarations made this week.
Last week I spoke about the kindred under Ileana's accounting- Myria, and how she was kidnapped by somebody who appeared to be Vince. Vince had his memories of the event erased, and nobody in the domain has proved able to restore them. As I am merely the judge of scandal and not of breaches of Tradition, the matter was brought to Casterly. Casterly felt that there was ample evidence to point to the fact that Vince had indeed kidnapped Myria, but that he was acting under orders of a person that had the authority to order him to do so- Lachina, the Seneschal. As such, Vince should not be punished. Longfellow had claimed that Lachina had said that she had received direction from Madsen to direct Vince, but Madsen denies that he had given these orders, and Lachina then claimed that she had said no such thing.
Given the support that Longfellow had gathered to support his claim, it was found by Casterly that it was clear that Lachina had ordered Vince to kidnap Myria. As Lachina did not have the standing to contradict Madsen's claim that Madsen had made no such order, clearly Lachina was operating on her own. As such, Casterly felt that he could no longer retain Lachina as his Seneschal, and has replaced her with Ileana. Seamus will be the new replacement Malkavian primogen. Due to an unfortunate miscommunication, it was originally thought by many that Vince was being removed from Scourge at the same time, but this was not the case.
Speaking of Vince, he would like to make sure that people remember that Bainbridge is his personal domain and that no kindred are welcome there. He did so in a manner that was particularly unclear as to whether he was claiming that the Prince held no authority on Bainbridge. I would caution the kindred of the domain in their interpretation of the Tradition of Domain- there are particular kindred that specifically have permission to travel among the Domains. While it is certainly polite for them to inform you of their travels, and possibly a scandal if they cross certain lines without permission, it is very difficult to make a claim of most of the members of the Inner Court that they are violating Domain.
Ileana would like to retract her statements of the previous week that Madsen had violated the boon that she owed him- she claims that she had reacted to Longfellow's observations of Lachina's statement without having heard Madsen's correction. These sorts of situations are regrettable, but Ileana hopes her statements would be taken in the context of the hypothetical situation that was being discussed and not an accusation of fact.
There was nearly a scandal regarding Lachina making comments to Riggs encouraging him to become an Anarch. This is something that is highly inappropriate for a Seneschal to be doing, but as she is no longer Seneschal in any case, this has not been something that witnesses felt inclined to pursue as a scandal. Casterly has made it clear that this sort of activity is unacceptable and I'm curious to see how the primogen will react. There will likely be further discussion of this point when I bring up status corrections in the future- more on this in a bit.
At the primogen council this last week, Luthias made a proposal that he would like the primogen council to be able to take longer with their proposals- the better to discuss with their full clans and have a consensus. The other primogen made sure that the proposal would have exceptions for situations that clearly had vital urgency, and then commented that to fit in the theme of the proposal, they would then wait to vote on it until they could discuss the matter with their clans.
Speaking of the primogen council, Jazz, a mute Toreador who was new to the city last week, is now their primogen. As this is the third primogen change in the last three weeks, it was brought up in the primogen council as a potential embarrassment (and thus a scandal) - I stated that if the primogen council wishes to encourage a stability in the council, I will be taking a harder stance against kindred who take primogen and then lose it nearly immediately (perhaps within a month?). As such, Jazz reassured the primogen council that she is Dedicated to retaining the primogen position. I am pleased to see a kindred willing to stake their reputation to reassure the primogen council that they will be working with the same kindred from week to week.
This last week I asked the primogen council to come to me if they had any suggestions for activities as Harpy, and I'm happy to say that they've come up with several that I will be implementing in the coming weeks.
It has been a topic of a decent amount of discussion that there are a fairly high percentage of high status kindred within the domain of Seattle. Now, I am all for Seattle becoming the go-to destination for kindred of high standing, but that is not generally the view that the kindred of other cities have of Seattle. Given that these two views do not match up, it behooves me to discern which is incorrect. As such I want to make sure that the kindred in the domain that are of high standing deserve to have it. In the next few weeks, I will be delivering to the primogen council a list of various high standing or influential kindred of the domain, and asking for their opinions on whether specific kindred should have more or less standing then they do. I fully expect that if they have no information about the actions those kindred have taken that are not fitting for their status, that the default vote be "no change" - but if a majority of the primogen council believes that a kindred should not have the status that they currently have, that should be corrected.
A primogen would like to know the domain's opinion regarding the Anarch population within Seattle. As near as I can tell, this pretty much means Thorn, currently. Thorn has claimed that his view on being Anarch under the Treaty of Thorns is that he is a member of the Camarilla to the extent that he follows the Traditions, but not to the extent that he follows status. How do people feel about this sort of interpretation? How do the kindred of Seattle feel about interacting positively with Anarchs within Seattle?
On the flip side to that, there was also a curiosity about what the domain felt an appropriate reaction to a lower status kindred acting rude to a high status kindred should be. Contrary to the above discussion which involves how people should react to positive interactions outside of the Cam/Anarch boundary, this is a discussion about people within the Cam not treating status as the mark of respect they should. Should boons be owed? Negative status applied? What little status the kindred have stripped? Can anybody think of more creative punishments that could aid in restricting this sort of activity? I do hope to hear some creative suggestions.

Eduardo Esquevez owes Samuel Lechley a Life Boon for unstaking him. I'm a little bit curious about the story of how Eduardo managed to be staked so thoroughly for it to be a Life Boon, and how Samuel Lechley came to be the one to unstake him, but I'm sure more details will come out in the future.
