If you are putting a post here on the forums, we assume you want it to be seen by other players. That's the fun of writing, after all.
However, if you want your post to be seen by other CHARACTERS, that is another story. A couple of rules for that:
1) Explain in your post, perhaps as a footnote, how your post is being delivered. Is it posted in Elysium? If so, the keeper can take it down. Is it a rumor? If so, who are people hearing it from. Is it just you standing on a table and shouting it to everyone? That's fine, but you have to say so.
2) If your post is anonymous in some way, like you are being super sneaky and posting from a guest account, you need to email the staff and say who you are so we can administer it if people come asking us, or spirit's touching your letter, or whatever.
3) The forums are pseudo-extracurricular. Not everyone reads them and shouldn't be punished for not, so if you want to HOLD someone to the information posted herein, such as the rules of Elysium, your declaration of Praxis, whatever, you should also post a copy for reals in hard copy at game. Otherwise, it's not cool to strip someones status or demand a boon or something if they gaff based on purely on-line details.
Posts that don't abide by those three rules are, famously, written in water. And until they conform to that, aren't really "there" for the purposes of game, just the fevered torpor dreams of buried elders, the Song of Melpominee, and the ravings of the Madness Network. Flotsam and jetsam until the rules are followed.
