I was there when the Tremere brought a complaint before the Prince. Apparently, the Tremere have been studiously patrolling their domain, and the only unusual character they turn up is Tony Michaels, our local scourge. They believe his patrols are a disruption to their domain and disagree with his tactics. The Imperator and the Scourge himself both think that there's nothing wrong that his patrols are obvious, but so far the Senate has disagreed.
Novus Aneas has asked that I gauge the feeling of the Senate on what methods the Scourge should employ. It's an interesting question. On the one hand, an obvious Scourge may discourage lawbreakers. Who would dare embrace without permission when you see the Scourge walking by your neighborhood every week checking for unreported kindred? On the other hand, an obvious scourge maybe easier to avoid if you find yourself on the wrong side of the law. Some believe that if you haven't made arrangements with local Kindred, the Scourge should find you before you find Elysium.
So far, I've only been able to talk to the Senators of the Malkavians, the Tremere, and the Followers of Set. They have unanimously expressed that they desire a subtle Scourge. Of course, this is not a majority, but if two more senators agree, Tony Michaels might find himself with more time on his hands.
